The government has failed to even hold a discussion on the women's reservation bill, falling far short of hopes to pass it in the lower house to mark the centenary of International Women's Day.
The Samjwadi Party and Rashtriya Janata Dal withdrew support for the government and met with the leader of the house and the PM.
Tensions rose in Lok Sabha, where the RJD and SP leaders got into a heated argument with senior Congress leaders, who asked the party leaders to return to their seats.
In the Upper House, SP and RJD ministers tore up their copies of the bill.
The bill allows for 33 per cent reservation for women in parliament and legislative assemblies.
